Official Business began at 10:50 Minutes from March Meeting. Minutes were reviewed and approved. Moved by Rick D. and seconded by Becky Treasurer’s Report. Susan presented and commented on her budget to date. Woody has offered $75 dollars toward the banners from USTA. These can be hung on the outside of a track entrance advertising the upcoming meet. USTA grant applications will be returned on May 5th. She has $100 given by Jim Springer for the Youth Foundation which she has not used and would like to give it to Ellen at USTA to be added to her national scholarship fund. Susan will speak to Jim first. She reported that income from the Horse Fair Pedal Horse raffle was down. We felt this was due to our poor barn location and lack of usual marketing efforts. The $250 we pay to Harness Horse International is validated for current information provided from around the country. Report moved approved by Becky and seconded by Jeanne. Passed. Committee Reports Fund Raising Pedal Horse. We have one pedal horse which is broken. There are 4 pedal horses between the Elkhorn Trotting Club, Elkhorn Fair and WHHA which need to be sorted. We will wait to see what the fair decides to do with theirs and if Mark can fix the broken one. They are hard to haul and difficult to store. Decision tabled for now. Calendar Raffle. We decided that we need to pursue this as we said we would at the annual meeting and do not have the state to excuse us this year. Consequently, Susan (and Jess) has volunteered to design and print 500 four month 11x17 inch calendars for fall. Drawings will be held on days of fall big racing events: i.e. Super Night, Little Brown Jug, Kentucky Futurity, and Breeders Crown. Becky will chart out money distributions and dates. They can be sold all summer. Gabe will check with the state to see if we can sell advertising space. Ad space can be sold as a package (Programs, web site, calendars and Condition Books) and exclusive (one trailer dealer etc.) Next year’s calendar will be prepared in time for the annual meeting and can be sold with tickets for the banquet. Fair dates can be included with specific racing days to be added by post card when they are finalized in the spring. Susan made a motion that $2000 be allocated for the fall drawings on the 2009 Calendar. Seconded by Rick D. Approved. Other fund raising. A new children’s book about a harness horse, Roll on Buddy, will be ordered and sold and also given to our Pick a Winner runners. Books can be purchased for $5 and suggested retail is $8. Can be added to logo table. Membership. Present number is 137 and we anticipate adding more as drivers come to race under our insurance protection. Gabe asked for data on which method (reminder cards, website, newsletter, winter meeting registration etc.) was the most productive for increasing membership numbers. Newsletter/ Website No discussion as Sadie was unable to come. Promotion Midwest Horse Fair. There were some unanticipated problems this year. We had a barn location which insured that no one would be back to see our horses or buy raffle tickets. We had a demonstration time in the small arena which had only two sections of bleacher seats; whereas, the Adoption Program had demo time in the Coliseum and then presented poor representatives of our breed. Susan has reserved a non-profit booth for next year (due May 1) in case we decide to participate without horses and a demonstration. This can be cancelled. Discussion revealed that many felt that a well done horse presentation would still be beneficial but we need to be well organized and be recognized as the official breed representatives. Gabe will write to the Horse Fair to impress on them this fact and we will wait for a response. If we go ahead, Gabe will be the contact and organizer. Susan will check out the stored supplies and wash and sort. ii. Other. The Elkhorn Fair will insure a race with Bouncy Ponies. They cost $500 for 4 and are included in the grant as well as T-shirts for the Toss. Driver interviews were suggested and a search for someone who would do this perhaps during the break between the 1st and 2nd heats has begun. Condition Books. They should be out the 3ed week of May. Gabe is waiting for the Elkhorn Fair Board to meet on Tuesday to decide on a purse structure. Publicity. Rick T. has offered to call Sadie and offer help. Gabe is researching the possibility of a Press Booklet. Rick reported that the movie, Shannon’s Rainbow still has no release date. Racing. i. WHHA race meet responsibilities chart was filled with the usual capable volunteers. Rick T will initiate the color commentary and wireless microphone category at Wautoma and Weyauwega. Barb Smith and Mary Puetz have assumed the Logowear duties. See attached chart. ii. Racing Officials’ duties: Judges. Because of new whipping rules per USTA mandate, Gabe will confer with judges about their willingness to follow new guidelines and impose fines. Patrol judges can be appointed by these judges to assist with monitoring. Gabe has elicited lists of specific responsibilities for the Presiding Judge and Starter from the USTA rule book as well as Accident Policy and Procedures. The whipping rule will be added to the Presiding Judge’s page. Rick T moved that the responsibilities listed on these pages be adopted and placed in a binder to be kept in the gate and given to the appropriate people for each event. Seconded by Rick D. and passed. Gabe will do this. See attached. iii.. Drivers. USTA rules require drivers to be members of USTA to drive in events covered by USTA rules and regulations or be fined $25 for each offence. We also want to recognize driver milestones. This can be obtained from the same data source. iv. Neillsville . There is no update. Rick D was not able to check out the track. g. Starting Gate. Insurance requires that the gate be checked by a certified technician. Rick D will check with Connie and get this done. Becky will prepare an Emergency Kit duffel bag for the gate which can be used in case of an accident. Dr Stone has offered to check for appropriate contents. A log sheet will be used to monitor use and contents. The kit will be kept in a safe place between starts. 6 CB type radios will be kept in the gate for Patrol Judges and Starter to quickly communicate with the Presiding Judge. Tom Puetz will be asked to keep them charged. h. Hall of Fame. Susan had prepared and handed out updates for our Hall of Fame Binders. Budget. Gabe had prepared a budget summary for this year.
